	Abnormal phenomenon when launch composer with mozilla.

Reproducible: Always

Steps to Reproduce:
1. launch mozilla in one work space#1 and start composer
2. in work space#2, start mozilla; then go Menu>Window>Composer to start composer

Actual Results:  
In step2, if i click Menu>Window>Composer once and wait, there will be no
composer; if i click Menu>Window>Composer twice in a short period, a composer
appears; but if the interval between two clicks is long enough, e.g. more than 1
minute, there will no composer. It is abnormal behavior, i think.

Expected Results:  
After step2, a new composer should be invoked in workspace #2.
Maybe you should specify the desktop environment/window manager you use.

Oh, and so the real bug here seems to be that it's possible to open a second
window at all...  that's inconsistent with the behavior of other Window menu items.
open a new compoer window in the current workspace 
or jump to one of the open windows in another workspace?
