Whet starting firefox, the automatic proxy is not used for loading the home
page. A "could not connect" error is generated. Subsequent pages all load fine
thrhough the automatic proxy.

Reproducible: Always

Steps to Reproduce:
1. Set firfox to use an automatic proxy
2. Set a home page, e.g. http://www.mozilla.org
3. Close firefox
4. Start firefox


Actual Results:  
Firefox starts and generates a "could not connect" message. This occurs before
bookmarks are displayed.

Expected Results:  
Page should load and firefox should start without error.

I suspect that if a proxy isn't required the problem won't show up but I can't
test this.
