Top-level bookmarks (i.e. bookmarks directly displayed) in the 'bookmarks
toolbar' show a bubble (title + url) when hovering over them. Bookmarks inside a
folder which is placed in the 'bookmarks toolbar' do not show this behaviour
(i.e., they do not display a bubble at all).

Reproducible: Always

Steps to Reproduce:
1. Open a folder in the 'bookmarks toolbar'
2. Hover over a link
Actual Results:  
No bubble is displayed

Expected Results:  
Display a bubble (title + url) as normal (top-level) bookmarks in 'bookmarks
toolbar' do
