When navigating through lists of incidents, it would be great to have, like Bugzilla bug lists, a "previous in list | show list | next in list" set of links on each incident.

I'll check this in later this afternoon on the trunk. I wouldn't be suprised if a bug or two still lurks, but reporter dev is pretty new anyway, so I'm not to concerned with one more bug. We'll get them all in the end anyway.
