295394 - reporter needs a next and previous navigation feature for incident lists

When navigating through lists of incidents, it would be great to have, like
Bugzilla bug lists, a "previous in list | show list | next in list" set of links
on each incident.

First stab, limited to queries of 2000 results, I believe bugzilla has about the same limitation.

I'll check this in later this afternoon on the trunk.  I wouldn't be suprised if a bug or two still lurks, but reporter dev is pretty new anyway, so I'm not to concerned with one more bug.  We'll get them all in the end anyway.

This improves by consolidates spacing in output, and gives option to go back to the list.

All of the above + the addition of access keys tot he new navigation make it as easy as "alt N" to move to the next report.

All of the above with one bugfix.  Moves the "Report List (x of x)" so it doesn't appear if there are > 2000 items (in which case the navigation doesn't exist).
