This is just a real pain.   The location I want to download a file to depends on
what it is.   In Internet explorer, you just click on the file... and the save
dialog comes up and you have a choice of WHERE to download the file.   This is
how it should be.

Reproducible: Always
Tools -> Options -> Downloads -> Ask me where to save each time. Somebody with
permissions mark this as invalid.
