Resizing inactive windows causes "jitters" and doesn't work

When resizing an inactive window by holding down the command key, the window
changes quickly between the the expected height and a much shorter, incorrect
height.  This causes a flicker and does not resize to the correct height.

Reproducible: Always

Steps to Reproduce:
1. Open a Firefox browser window
2. Make another application (such as Finder) or window active.
3. Hold down the command key.
4. Drag the resize widget at the bottom-right of the inactive Firefox window.


Expected Results:  
The window "jitters" and does not get resized to the expected size.

This bug has had no comments for a long time. Statistically, we have found that
bug reports that have not been confirmed by a second user after three months are
highly unlikely to be the source of a fix to the code.
