Pseudo a:visited does display associated style until after a page refresh

In the page at http://www.txnb.uscourts.gov/link.html you will see a link. The
link color is the default link color and there is a style associated with the
a:visited element which will turn the link yellow after it has been visited.
When this link is clicked a new window pops up but the link does not change to
the yellow color. It is only after a refresh of the original page that the link
changes colors.

Steps to Reproduce:
1. Click link on http://www.txnb.uscourts.gov/link.html page
2. View link on http://www.txnb.uscourts.gov/link.html page

Actual Results:
The link did not change colors to the a:visited style definition. It took a
refresh of the page containing the link to change the color.
Expected Results:
Immediately after the link is clicked and released, the link should change to
the yellow color.
