The Firefox window responds to the position of the mouse cursor while the OS X
Dashboard overlay is active. 
Eg, tooltips are displayed for toolbar elements, and when the mouse is over a
link  the cursor changes and the status bar shows the URL.

This might be OS X's fault.
iTunes displays similar mouse pointer changes behind the dashboard.
