Josh, It's already possible to set events to recur on the third Sunday in June. When setting Father's Day, in the recurrence tab choose the monthly option and 'Third Sunday of the month' should appear as an option. Then input 'Repeat every _12_ months'. Also, Thanksgiving is defined, everywhere I've seen, as simply the 4th Thursday of November. This is also possible in the same way. For the really tricky ones, ie Easter, please see bug 242499. If you're having a problem where setting events like 'Third Sunday of the month' doesn't work, please file another bug saying so. Otherwise, you probably want to resolve this bug as a duplicate of bug 242499.
