There is a way to bypass the pop-up blocker using flash files.
see reprocucing guide...

Reproducible: Always

Steps to Reproduce:
1.make a flash file with a link to open up in a new window every time the file
is opened.
2.put the swf file in the code of your page.
3.open the page to get a window popping up.

Actual Results:  
it opens the window every time. never fails

Expected Results:  
the browser shouldn't have let the new page open.
