I use a frame based page to browse multiple sites. It's set to have a frame on
the left and open pages on the main pane on the right. (Like the history view)

When I open a lengthy page in the main pane (right), and then open a new tab and
switch back from the new tab the Down Arrow on the scrollbar isn't redrawn
correctly(it's inaccessible) for either frame. This is fixed with a quick refresh.

Reproducible: Sometimes

Steps to Reproduce:
1. Open main "bookmark" Frame page
2. Open lengthy page in main pane
3. middle click on url in frame page (open a new tab)
4. Switch to new tab
5. Switch back to original tab

Actual Results:  
The scrollbar on both frames lose the bottom arrow button.

Expected Results:  
displayed a complete scrollbar
