tested on 3 separate computers.
no option available when downloading to save anywhere but onto the windows desktop.

Reproducible: Always

Steps to Reproduce:
1. browse to any site to download a file
2. click download link
3. look for download to  / browse option

Actual Results:  
had to save to desktop

Expected Results:  
given option to save to alternative directory

all three people whose computers I texted this on have gone back to IE.
it is important to them to be able to choose where to download to.

all three firefox installation config settings were at default.
( not config caused )

if this is representative for all people, this works out to a 60% of people are
switching back to ie after trying firefox. ( doubtful )
Tools->Options->Downloads lets you configure whether you wan't Firefox to prompt
for a location.

ahh, it's set completely backwards of how every other browser functions.
defaulting to not being able to choose is a problem.
it is costing firefox user base.

even mozilla suite defaults to having the option, as do ie, netscape and opera.
no config change needed to do as always done, save to a downloads directory, not
the desktop.
