Mozilla accepts either format for these two attributes, even tho the namespaced
versions are the valid versions and the non-namespaced versions aren't.  Doing
this makes it slightly easier to use RDF parsing tools (such as the RDF
validator) on our RDF files, which actually is coming in handy right now for bug
296012.  brand.dtd issues related to the brandShortName entity still remain, but
the number of things that have to be hacked to get parsing to work is greatly
lessened.

There's no RDF on sumo.
