If I click the "forward" icon, the default in "As an attachment".

I would like to change this so the default in "in-line".

There seems to be no way to do so.  I must make 3 clicks: 

Message - Forward - In-line,

which I find inconvenient because almost 100% of the time I want my forwarded
message in-line.

tools / Options / Compose / Forward as Inline
