I've got an initial patch.  It needs more and needs some CSS styling at least
for the toolbars.  It needs to repackage the sunbird skin stuff, but I'm not
sure how to do that.

This may want to all live in messenger-sidebar-overlay.xul to cut down on the
number of overlays we have.  It really overlays mailWindowOverlay where all the
menus and toolbars live, but overlaying the main window seems to actually work.
Fixed, at least at a first approximation.
