I have the formatting pref for mails set to send send mails as plain text unless there is special formatting in it, when it should ask how to do but it doesn't. Composing a mail with the html compose and clicking "send" the mail is sent as text/html even though I just wrote some words without any formatting at all. It doesn't ask anything, just sends it. I don't think this has ever worked for me. Is it work in progress? I couldn't find any bug on it, but would expect it to work in beta1.
note: http://bugzilla.mozilla.org/show_bug.cgi?id=28682 is for mac and that the options for Ask Me does not work.

We are still not able to detect if an HTML message really contains formating or embeded object. I think I have already an open bug for this missing feature!

question for Bratell: 1) Are you sendind the HTML message to several recipients? if yes how many? 2) Are you sure that all the recipient doesn't have an card into either the personnal addressbook or the collected addressbook, if they have, check the send as plain text setting.
I sent a mail to myself only and I can't find anyone at all in the addressbook. Is there a special UI for the "collected" address book?
Looks like you get the problem with the collected addressbook not showing up (I think we already have a bug for that). Collected AB should show up in the AB window just under the Personal AB in the left side of the window. As in the past (before last week I think), collected addresses where set to accept HTML by default. Therefore if you have sent in the past a message to yourself, you have an entry for your email address in the collected AB with the wrong setting that why you don't get the Ask Dialog. Try to delete the collected AB data file (<user profile folder>\ history.mab), quit the application and then try again to send a message to yourself, should work this time.

You were right. Now I'm asked which is good but the content isn't checked before asking which is bad. Since that's covered in bug 28420 I'll mark this bug invalid, and you have another PDT+ bug "fixed". :-)
