"Retention" feature should offer archival options

The "Retention" preference (bug 11055) only offers the ability to delete
messages from a folder. It should also offer the ability to copy or move the
messages to a new folder on the same server, on another server, or to local folders.

Alternatively it would be incredibly cool to have filters be able to be run
automagically at preset intervals (e.g. every eight hours as 11055 currently
does). Then the user could directly control the actions to be taken based upon
the functionality of the rich functionality of the filter.
