In both Linux and OS/2 Deer Park Alpha 1 the textarea is both too narrow (about
21 chars), and too short (8 rows), and has too narrow URL field, and has too
small fonts (looks like 10pt rather than the browser default font size). To
reasonably compose a description of a problem the text area should be
considerably bigger, more like 60-80 chars wide and 12-15 rows (compare to the
description field on Bugzilla's enter_bug.cgi) and use the font size designated
in the user's browser options/preferences.

What does a too small iframe have to do with a too small textarea?

Note point 4 - font size in text area too small. This would not be changed with
a scrollbox min-height, nor would the inadequate textarea width.
