I'm no longer able to use Ctrl+Tab to cycle through tabs.  For some reason, that
key combination shifts focus between the location bar and the document window.

However, Ctrl+PgUp/PgDn seems to work normally--was Ctrl+Tab deactivated?  I've
run a few searches in Bugzilla, but didn't find anything suggesting such.

Reproducible: Always

Steps to Reproduce:
1. Open a new tab.
2. Press Ctrl+Tab.

Actual Results:  
Focus shifts between the location bar and document window of the current tab.

Expected Results:  
Select the next tab.
