If open window to compose new email, write email in body and after try go
Subject via SHIFT+TAB, don't work.

Steps to Reproduce:
1.Open window to compose new email
2.Put cursor in body text
3.Press SHIFT+TAB
Actual Results:
Continue in body
Expected Results:
Go to Subject

The comment may be related, but that bug is not. Bug 296468 reported this
condition before, but it required the cursor to be in certain positions; I now
see that this is happening no matter where the cursor is in the message body.
I'm going to confirm this rather than dupe it, since the symptoms are not quite
identical; but I bet fixing this will fix the other.
Reproduced with TB 1.0+0316, Win2K
Not a major bug; there is no loss of functionality, only of convenience, since
you can click the subject with the mouse, or use Ctrl+Tab followed by Tab.
