Seen on Windows Deer Park 2005-06-03-06-trunk

-Right click on toolbars and select Customize
-Click Add New Toolbar, then enter a name for the toolbar in the resulting
dialog. -Click Okay to the dismiss the dialog.
Notice at this point the a blank toolbar is inserted into the browser bewteen
the Navigation toolbar and the bookmarks toolbar.  This is as expected.
-Click Done in the Customize Toolbar dialog.

tested results: The added toolbar disappear. It is also not listed under View |
Toolbars

expected results: The user created toolbar remains in the GUI and is listed and
checked in View | Toolbars.
Actually now, I think this may be invalid. If you add an item to the newly
created toolbar, it persists as expected.  I am guessing that it is intentional
not to be able to create a real estate hogging blank toolbar.
