I could really use interwiki mappings between devmo and wiki.m.o

I suggest using "wikimo" as the wiki.mozilla.org shortform, and "devmo" for
developer-test/developer.mozilla.org.

We also need interwiki mappings that allow us to more easily link between the
various language wikis (above and beyond the interlanguage linking system that
we already have).  So, essentially, we need all of our wikis added to all of our
interwiki link maps.  

This is becoming an increasingly critical issue as the translation teams want to
be able to link to untranslated wiki pages from translated pages.

Changing QA contact to the default QA so interested parties can watch bugs filed
before the default QA was changed.  Only bugs in an unfixed state have been
changed; fixed bugs are unlikely to be reopened, and more bugspam is always a
bad thing.  Sorry for the bugspam - filter it into your Junk folder by searching
for 'WhyDoesMediaWikiHaveToBeEvilAndNotAcceptArbitraryCharactersInTitlesAndLinks'.

Could we get this set up sometime soonish?  There's an increasing demand for
linking between the wikis, and this would simplify things a great deal. Thanks. :)
