Details

To help off-load some of the Bugzilla administration tasks, allow creation of
Product and/or Product/Component-specific administration groups.  Example
prodadmingroup1 would be allowed to administer versions, components, etc. for
all products showing administration authorized by that group, but not other
products and their components.  prodamingroup2 would be allowed to administer...
 Of course, these names should be dynamic, not fixed as above.
