If create a message filter and have the only selected action as "Set junk status
to: Junk" --> do a "Run Now" --> msgs aren't marked as junk (or moved
automatically as junk mail set to do in my app).

It DOES work to add a "move to [folder]" action, so the criteria aren't the
problem...
