296680 - Bookmarks toolbar blank in new window if first window has Upload file dialog open

While an explorer dialog box is open to upload a file in one window, i launch a
new window by clicking the mozilla firefox icon on my desktop. 
My bookmarks toolbar is empty in this new window.

Reproducible: Always

Steps to Reproduce:
1.In upload photo, click the "..." button to select a file
2. Keep the explorer window open
3. Open new firefox window with a shortcut in start menu or on desktop

Actual Results:  
No links at all on the bookmarks toolbar in window 2 It was also very laggy with
websites and gmail refused to load until i had closed the upload photo explorer
window

Expected Results:  
Had my bookmarks. Been surfing correctly in new window
