Side scrolling does not scroll, it takes me to previous pages loaded with no way to turn it off.

When I'm browsing a page that is wider than the browser window and I use my
side-scrolling trackpad to see the rest of the page, I get wisked away to pages
I've previously browsed if I scroll left, and return to my last page browsed if
I scroll right.   There is no way to turn this feature off that I have found and
I want my side-scrolling back the way I had it in Safari.  Doing what it was
meant to do...  scroll sideways.

Being able to customize it is fine, but it at least has to behave as expected first.

Reproducible: Always

Steps to Reproduce:
1.Load page
2.scroll left
3.leave the current page against your will

Actual Results:  
taken from current page to pages previously browsed.

Expected Results:  
scroll sideways on current page.
