In some case, the tab Drag & Drop Indicator is exposed when the tab woudn't be
moved (if you drop at that point).

This doesn't affect functionality or expected results, and provides more obvious
feedback that you haven't dragged far enough.  And since we can't really force
the no-drag cursor on half of the tab without some creative monkeying, it makes
it clear that the drag will go where you're starting from.
