If the download manager is open and actively downloading a file, AND, all open
browser windows have been closed, it is not possible to open a new browser
window.  The entire menu bar (except for the application [Firefox] menu) will
not expand.

Steps to Reproduce:
Steps to reproduce:
1) Open a browser window with Firefox 1.0.4 on Mac OS X.
2) Start a file transfer--the download manager appears on screen
3) Close all active browser windows (except for the DM)
4) Attempt to open a new browser window with C-N, or the file Menu.


Actual Results:  
I am unable to open a new browser window w/o closing the entire application and
re-opening it.

Expected Results:  
Opened a new browser window.
