2. Click on this URI.
3. Note the pop-under.
Actual Results:
I got the pop-under window.
Expected Results:
The window should have been blocked.

Probably. I'll dup it out. I'm curious about the discussion in bug 176079
regarding how Mozilla can block unwanted flash popups, but still allow requested
ones.
