The 'Ask me where to save every file' option does not work - Firefox carries on
saving to the previously set download folder.

Reproducible: Always

Steps to Reproduce:
1. Go to Tools, Options, Downloads, 'Ask me where to save every file', OK
2. Try downloading a file.

Actual Results:  
It will not ask you where to save the file

Expected Results:  
It should have asked where the file should be saved.
