297347 - Reporter truncated my description

I apparently entered a longer description in the reporting tool than the website
was willing to accept, and/or the report viewer doesn't display the entire
description.  If the description has a length limit, the text box in the
reporter tool in the browser should stop you when you hit it, before submitting.

Looks like it's client side somewhere:

<url xmlns:ns1="http://www.w3.org/1999/XMLSchema"

should be sending it as utf-8.

I noticed today when looking at Reporter data that quite a few comments are cut off (of course, right when the person is describing the critical issue :(. Would be helpful to figure out what is going on so we can read the entire text that the reporter is submitting.

This was fixed a few months ago when the reporter service was upgraded.  I haven't seen this since.
