Details
If you delete a saved search folder and then go to quicksearch, type in a term,
and use the quicksearch menu to create a new search, it fails (to bring up the
dialog) because no folder actually has the focus (even though the inbox contents
are displayed in the threadpane).
If you return focus to a folder, then the quicksearch menu item to save as a
search folder works.

I'm not sure about the original conditions, but can't fully test ATM because of bug 503516

in v3, create saved search from quick search is no longer possible
