When opening a new web page from an outside application and firefox's default
window is hiding the toolbar/tab bar, new 'hidden' tab is created.


Reproducible: Always

Steps to Reproduce:
To begin, a window is open that has no toolbar or visible tab bar.  This window
is the active firefox window.

An outside program that tells firefox to open a new web site.

Firefox has the default setting to open web pages in a new tab.

A new tab will open in this window, but now it is not possible to easily switch
between tabs in this window since the tab and toolbar is hidden.


Expected Results:  
Either new window be used, or make tab bar appear.
