If you attempt to close firefox (with multiple tabs open), after minimizing it,
by right-clicking on it in the taskbar and clicking close, the close tab dialog
will appear (if your pref is set to warn you about closing multiple tabs). The
dialog does NOT read any key input: tab key does not toggle buttons, and enter
key does not trigger the buttons. Clicking the button is the only way to trigger
the buttons (even clicking on the dialog still doesn't make the dialog read key
input).

Reproducible: Always

Steps to Reproduce:
1.Open a window with multiple tabs
2.Minimize the window, then close it from the taskbar
3.Try using your keys to perform any operation with the tab dialog that'll come up.

Changing focus to another window and then returning focus to the dialog enables
the keys again.

Apparently this happens with all child windows opened while minimized. The same
happened to me with the Security warning dialog.
