A webpage, say http://www.google.com is saved on the desktop by using
[File]->[Saved as]. The saved webpage can be opened by double clicking only when
there is no instance of Fx running. However, the saved webpage can still be
opened by [File]->[Open file...]

Reproducible: Always

Steps to Reproduce:
1. Run Fx and minimize it
2. Double click on the saved webpage on desktop

Actual Results:  
A dialog displays file location error and thus unable to open it

Expected Results:  
Open the saved webpage
