Images and CSS on the local start page (e.g. file:///foo/bar.html) are not
loaded. If the start page is set to image or CSS itself, the file is loaded
correctly.

No problem with default start page (chrome://messenger/locale/start.html) and
remote HTML
file (e.g. http://www.mozilla.org/). Also, no problem with Seamonkey.
However, "Save Image" in the context menu works properly.
