This is not releated with anything else in the Help menu and should be moved to "Tools" (just like the IE WindowsUpdate entry is in Tools) (Report broken Site is also a candidate for moving if it will be in the final FF 1.1, since its a Tool and not an Help Entry) Reproducible: Always Steps to Reproduce:

I think this a wontfix. The check for updates was moved from the tools menu. Several other Windows programs also put check for updates in the Help menu including MS Office 2003, WMP 10, Adobe Reader 7.0 also it was moved off the tools menu as that was getting crowded with items.

Intended behavior is to have it under Help as described here: http://wiki.mozilla.org/Firefox:1.1_Software_Update_UI

This was debated long and loud, Help won out. Tools is overloaded already, so Help is the place (lots of apps do put update menuitems under Help).
