nsIIncrementalDownload doesn't give the user a way to specify notification
callbacks for use with the underlying channels.  This may be needed to support
auth prompting, etc.

hm... was only the .idl file checked in, or is bonsai lying?
bonsai is not lying.  it appears that i checked in the src changes along with
another patch by accident.  oops ;-)
