help search finds only help page titles, not text
in the 'Creating a New Profile' help page, I see
'type the following at the command line:'
but searching help for command, line, or command line all fail.
(Windows 3.1 had full text search on help IIRC)

Steps to Reproduce:
1.open help
2.select search tab
3.enter 'command line'

Actual Results:  
no results

Expected Results:  
show all help pages with the phrase 'command line'
