If you create a new setting in about:config that should be found by the current
filter it will not automatically appear in the list - the filter needs to be
re-applied.

Reproducible: Always

Steps to Reproduce:
1.Go to about:config
2.Filter the list (e.g. enter 'bookmark')
3.Create a new entry which includes the given filter (e.g. browser.bookmarks.file)

Actual Results:  
The new item did not show up on the page.  The filter had to be re-applied to
show it.

Expected Results:  
The new item, because it matches the current filter, should be automatically
visible.  The software should automatically update the filtered list.
