To change the flags of 10 bugs you must change 10 bug. Instead the flags should
be included on 'Change Several Bugs at Once'. This has already been done for
other product specific settings like 'component'.

Reproducible: Always

Steps to Reproduce:
1. Create a Buglist
2. Change several bugs at once
3.

Actual Results:  
No possibility to change flags of several bugs.

Expected Results:  
Possibility to change flags of several bugs.
