On some sites, for example http://search.ebay.com, fast back/forward does not
work. This seems to depend on the "no-cache" setting in the HTTP header:

header: Cache-Control: private
header: Pragma: no-cache

I think, this should be ignored for back/forward buttons, or at least there
should be an option.

Reproducible: Always

Steps to Reproduce:
Assignee: darin → nobody
Component: Networking: Cache → History: Session
QA Contact: networking.cache → history.session
see discussion in bug 292941 and bug 112564
