I can reproduce this bug, with: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050619 Firefox/1.0+ I'm not sure, but I think I've seent this bug before.

roc, this looks like scrollbars=no fun of some sort....

Do we still construct the frame hierarchy differently for scrollbars=no? Would this be fixed by not doing that?
