Because of problems and bugs with Mac menus, we are not able to easily remove or disable the top-level "Debug" menuitem. We should simply remove this item after branching for the Beta, so the main mozilla tree can still utilize the debug menu. JAR already knows about the issue and has approved this fix.

Just in case anyone thinks there's a simple way to fix this before beta branch: This is a top-level menu change, and other techniques that have been used to change menu items will not work in this situation.
