On a **** school computer I attempted to use the default (autoscroll I believe
it's called) which is the clicking of the scroll button if you haven't installed
software to give the scroll button a different setting. I was unable to scroll
the overflow div that emulates an iframe on my site though I was able to use it
properly in msie.

Reproducible: Always

Steps to Reproduce:
1. Use a mouse with a scrollwheel without the click action set to anything but
default (im using XP).
2. Click the scrollwheel (not scroll) inside of an overflow div.
Actual Results:
I will see the 4 direction circle (with the dot in the middle) but nothing
happens when I move the mouse around.

Expected Results:
If I move the muose up or down the overflow div should scroll vertically.

I've noticed that a few people tend to use this mouse function and have had a
few clients request it.
