Mismatch between stated mnemonic (Ctrl+C) and actual keystroke (Ctrl+W).

Reproducible: Always

Steps to Reproduce:
1. Look at File menu.
2. Look at stated mnemonic.
3. Look at actual keystroke (Ctrl+W).

Actual Results:
See mismatch.

Expected Results:
Show no underscore or change keystroke.
I'm not sure that the location of the underscore has anything to do with the
Ctrl shortcut. Rather, the underscore is under 'C', because, with the File menu
open, Shift+C will close the tab. The underscore is under 'v' in 'Print
Preview', which has no Ctrl shortcut, because Shift+V will open Print Preview
when the File menu is open.
This is invalid as the shortcut key is not the same as the accesskey.

The underline is for the shortcut key in the current menu.
