Since the Bug 266097 concerned the ability of the Contacts button to stay
pushed, it was closed.
This bug needs a new icon for the second state of the "Contacts" button.

I already contacted Arvid Axelsson (the Qute theme designer), which said he didn't "really see any need for a different icon for pushed state".
But of course, anyone can design new icon(s).
The problem is that the actual icon (at least with the Qute theme) is an opened contact book, so it's difficult to make it animated without modifying it (e.g. make it look closed to be able to open it).
