Even IME is turned off, the status window still shows when cursor is
pointing to a text field.

Steps of repro:
1. Launch messeger and bring up the new message compose window.
2. On the To: field, use Shift + < space> key to turn on IME
   and enter some Japanese there.
3. Tab to the Subject field, turn off IME.
4. click on To: subject field, the IME status window shows at the 
   left-bottom of the compose window, even at this time IME is already turned 
   off.

This is also reproduciable using testing attachment file of bug 29715.
I found the same problem at typing Japanese character in Forms and composer.
Steps of reproduce
1. Open composer and turn on IME 
2. type Japanese characters and turn off IME
3. go to browser and turn on IME 
4. type Japanese character in URL bar 
5. go back to Composer 
IME status window is still there.
Status: NEW → ASSIGNED
Since this is very annoying problem, added it to beta1 list.
