If you type chrome://browser/content/browser.xul into the address bar it creates another toplevel bar below it.

So, um, don't do that? There is no reason anyone would do that.

I'm sorry - in retrospect this was a rather impolite response! I blame my misspent youth. We may want to add some simple precautions to avoid this causing real trouble, but since this is rather undiscoverable it hasn't proven to be worth spending time on so far.
