Implement FIPS module failure if Non-approved Algorithms are used for FIPS 140-2
related to VE 01.12.02 

when the module is in FIPS mode any attempts to use a non approved algorthim
will fail.
Status: NEW → ASSIGNED

Target Milestone: --- → 3.11
This bug is invalid. It is okay for the module in FIPS modes to 
implement a non-approved algorithm such as RC4 and MD5. 
VE 01.12.02 states the module needs to list the 
implemented non-approved algorithms.
